Biography
Marshall McCain Kraft is an Operations Specialist at the United States Naval War College in Newport, RI, where he instructs advanced military planning. A retired Lieutenant Commander (LCDR) in the United States Navy, Marshall served as a Surface Warfare Officer for over twelve years, with extensive experience across multiple Naval platforms and global operations. His career includes significant involvement in humanitarian operations and academic contributions to the field. Notably, he served as the lead Foreign Humanitarian Aid planner for United States Command Europe for three years, stationed in Stuttgart, Germany. In his current role, Marshall continues to contribute to the development of humanitarian assistance (HA) planning and response strategies. He has collaborated with the Humanitarian Response Program (HRP) at the USNWC, the Harvard Humanitarian Initiative, Yale Humanitarian Research Lab, and The Center for Civilians in Conflict, focusing on enhancing coordination between civilian and military organizations during HA operations. His work involves supporting lectures, war game simulations, and exercises aimed at improving disaster response efforts.
