Marshall Kraft
Biography
Marshall Kraft is a Contractor who is currently assigned to support the United States Naval War College in the capacity of Academic Military Advisor and Assistant Director of the Civilian-Military Humanitarian Response Program (HRP). In this role, he contributes to the program’s mission of improving the effectiveness of U.S. Navy, international military humanitarian assistance, and disaster response operations through education, research, and simulation activities. HRP partners with leading universities, humanitarian organizations, and agencies to enhance civilian-military coordination during complex emergencies and natural disasters. A retired Lieutenant Commander (LCDR) in the U.S. Navy, Marshall served as a Surface Warfare Officer for over thirteen years, gaining extensive experience across multiple naval platforms and global operations. His career includes significant involvement in humanitarian operations, including three years as the lead Foreign Humanitarian Aid planner for U.S. European Command, stationed in Stuttgart, Germany.
